CURBING SARVA SIKSHA ABHIYAN
ARVIND K.PANDEY
(Published In BUSINESS INDIA, FEB.25,2007)
It's surprising that Arjun Singh ,who misses no opportunity to give doles to minority institutions on one pretext or another and one who is willing to to fund programmes meant for minorities is so reluctant to bring Sarva Siksha Abhiyan to its ultimate . One problem with government run programmes is that they are framed without keeping in mind the ground realities . So it's not unusual that populist measures like National Rural Employment Guarantee Scheme (NREGS) ,SAS and ,for that matter, pulse polio drives fail to produce desired result . On one hand , the government has failed to improve the face of higher education with funds for quality research reamaining unused and , on the other hand ,the elementary education is being marred by lack of vision and absence of political will .It wouldn't be wrong to suggest that the UPA government has got its priorities wrong .
